Samuel E. Proctor is a member of the firm’s Financial Institutions Group based in the New York office. Mr. Proctor’s practice focuses on banking and insurance regulatory, transactional and compliance matters.

Mr. Proctor advises a wide range of firms and industry trade associations on regulatory reform issues relating to implementation of the Dodd-Frank Wall Street Reform and Consumer Protection Act. Mr. Proctor has drafted or co-drafted numerous comment letters on Dodd-Frank rulemakings on behalf of the Financial Services Roundtable and other trade association clients, and has represented them before the Federal Reserve, Federal Deposit Insurance Corporation, Office of the Comptroller of the Currency and other Federal agencies. He has extensive experience advising insurers, asset managers and other non-banking firms on the strategic impacts of the Dodd-Frank Act, the Basel III capital framework, the Volcker Rule and other regulatory reforms. He is an active member of the firm’s Anti-Money Laundering and Sanctions practices.

Mr. Proctor received his J.D. from The University of Chicago Law School in 2010. He received his B.S.E. from The Wharton School of the University of Pennsylvania in 2007, where he was a Joseph Wharton Scholar and a Benjamin Franklin Scholar.

Mr. Proctor is a member of the Bar of New York.
