Lily D. Vo is a member of the Financial Institutions Group and is based in the Washington, D.C. office.

Prior to joining Debevoise, Ms. Vo held several roles in the federal government. Most recently, she served as the lead attorney for the U.S. Treasury Department’s airline and national security recovery programs, which distributed almost $85 billion in assistance. She had also previously served as a senior counsel in the U.S. Securities and Exchange Commission (SEC)’s Division of Investment Management and Office of International Affairs. At the SEC, Ms. Vo focused on issues relating to the investment companies, investment advisers, derivatives, crypto-assets, financial market infrastructure, broker-dealers, and market structure. She received the SEC Chairman’s Award for Excellence for her work in the negotiations relating to the European Commission’s Markets in Financial Instruments Directive II and the SEC’s International Award for her work on initial coin offerings. Prior to her roles at Treasury Department and the SEC, Ms. Vo served as a legislative fellow for U.S. Senator Sherrod Brown’s Senate Banking Committee staff and for U.S. Senator Jack Reed, both of whom she advised regarding financial services issues. She has been a regular guest speaker at the University of California – Berkeley and George Mason University.

Ms. Vo joined Debevoise in 2021. Ms. Vo received a J.D. from Columbia Law School and was a Harlan Fiske Stone Scholar. She received a B.A. with honors from the University of Texas. Ms. Vo is admitted to practice New York and Washington, D.C.
