Matthew L. Biben, Former General Counsel of JPMorgan Chase Consumer Bank, Joins Debevoise

Debevoise & Plimpton LLP today announced it has added another high-profile partner to its Litigation Department. Matthew L. Biben, former General Counsel of Consumer & Community Banking at JPMorgan Chase, has joined the New York office as a partner in the White Collar & Regulatory Defense Group and the Banking and Consumer Finance practices.

At JPMorgan, Mr. Biben oversaw a wide array of legal and compliance issues in the mortgage, credit card, student loan and auto loan businesses and dealt routinely with federal and state regulators. Prior to joining JPM, he was the Deputy General Counsel of The Bank of New York Mellon, where he worked in roles with increasing responsibility for six years. Mr. Biben spent the first 12 years of his career as a prosecutor, first at the New York County District Attorney’s Office, and then as an Assistant U.S. Attorney in the Southern District of New York, where he pursued cases involving money laundering, securities fraud and RICO.

Mr. Biben has substantial experience investigating, negotiating, and litigating complicated regulatory and enforcement matters of all types, with a particular focus on matters related to financial institutions. His enforcement work has been wide-ranging, from matters related to mortgages and other consumer products and securitization claims, to data privacy breach investigations, to anti-money laundering and False Claims Act work.

Mr. Biben is an Adjunct Professor at the University of Pennsylvania Law School, where he has taught seminars in legal philosophy, federal crime, and corporate law and governance issues since 1995. He earned his J.D. from the University of Pennsylvania in 1992 and his B.S. from Cornell University in 1989.
