Romain Zamour is a member of the Litigation Department based in New York. His practice focuses on the resolution of international disputes, including through international commercial and investment arbitration, international litigation, and public international law processes. Mr. Zamour is fluent in both the civil law and common law traditions and is admitted to practice in Paris and New York.
Mr. Zamour has represented individuals, corporations, and States in a broad range of commercial and investment arbitration proceedings around the world, seated in various jurisdictions and governed by various substantive laws and arbitration rules, including the rules of ICSID, the ICC, the LCIA, and ad hoc rules. He has also advised parties in international litigation matters, including with respect to the recognition and enforcement of international arbitration awards. He has particular experience in the mining, oil & gas, power, media and financial sectors.
Prior to entering private practice in New York in 2014, Mr. Zamour served for a year as Assistant Legal Counsel at the Permanent Court of Arbitration in The Hague, where he assisted arbitral tribunals in inter-state and UNCITRAL investor-state arbitrations. Mr. Zamour joined Debevoise in 2016 and resided in the firm’s Paris office from 2018 to 2021.
Mr. Zamour regularly speaks and publishes on international law. Since 2019, he has been a lecturer at Sciences Po Law School, co-teaching a workshop on crime and international arbitration, and a seminar on international business litigation and arbitration. Mr. Zamour also served on the organizing committee for the 2018 annual meeting of the American Society of International Law.
Mr. Zamour was educated at the Yale Law School, the Sorbonne and the Ecole Normale Supérieure de Paris (Ulm). He is a member of the bar in Paris and New York.

M. Zamour a représenté des personnes physiques, des sociétés, et des Etats dans de nombreuses procédures d’arbitrage commercial ou d’investissement à travers le monde, impliquant divers sièges, droits applicables, et règlements d’arbitrage, dont les règlements du CIRDI, de la CCI, la LCIA et des règlements ad hoc. Il a également conseillé des parties dans des litiges internationaux en face de juridictions étatiques, notamment en ce qui concerne la reconnaissance et l'exécution des sentences arbitrales internationales. Il intervient en particulier dans les secteurs minier, énergétique, électrique, financier, et des médias.
Avant de rejoindre le secteur privé à New York en 2014, M. Zamour a été pendant un an Conseiller juridique adjoint à la Cour permanente d’arbitrage à La Haye. A ce titre, il a assisté des tribunaux arbitraux dans le cadre d’arbitrages entre Etats et entre investisseurs et Etats (CNUDCI). M. Zamour a rejoint Debevoise en 2016, puis a résidé au bureau de Paris de 2018 à 2021.
M. Zamour publie et donne régulièrement des conférences au sujet du droit international. Depuis 2019, il enseigne au sein de la Faculté de droit de Sciences Po, co-animant un atelier sur l’intersection du droit pénal et de l'arbitrage international, et un séminaire sur le contentieux des affaires internationales et l'arbitrage. M. Zamour a fait également partie du comité d’organisation de la rencontre annuelle 2018 de la American Society of International Law.
M. Zamour a été éduqué à la Yale Law School, la Sorbonne et l’Ecole Normale Supérieure de Paris (rue d’Ulm). Il est membre des barreaux de Paris et de New York.
