Marshal Bozzo is a regulatory counsel based in the New York office and a member of the firm’s Insurance Regulatory practice. His practice focuses on developing and executing regulatory strategies for clients involved in transactions in the insurance sector, and counseling financial institutions, including insurance companies and producers, regarding regulatory issues and in relation to market conduct and financial examinations, investigations, or enforcement actions from insurance regulators, state attorneys general and prosecutors.Prior to joining Debevoise, Mr. Bozzo’s legal career was a mix of private practice and public service. Most recently, he led the New York State Department of Financial Services (DFS) Office of General Counsel team of insurance regulatory lawyers, where he served as the Deputy General Counsel for Insurance. He began his career at DFS as Assistant Deputy Superintendent for Property, second-in-command of the Property Bureau, DFS’s largest insurance Bureau.At DFS, Mr. Bozzo developed, with his team, legal, regulatory, and policy analyses and guidance for senior DFS leadership across a range of issues, including reinsurance, climate risk and resilience, cybersecurity, cyber insurance and ransomware, innovation and technology. He also analyzed novel insurance products and business models regarding legal and regulatory compliance, public policy, and consumer protection issues, including regarding rebating and unfair discrimination.Before joining DFS, Mr. Bozzo worked at the Hawaii Department of Commerce & Consumer Affairs, Division of Financial Institutions, on licensing and regulation of money transmitters.Mr. Bozzo began his legal career at a prominent New York-based international law firm, focusing on insurance regulatory and corporate matters. He clerked for the Honorable Lawrence M. McKenna, Senior District Court Judge, U.S. District Court, Southern District of New York.Mr. Bozzo received his B.A. from Binghamton University in 1996 and his J.D. from the University of Virginia School of Law in 2004, where he was a member of the Articles Review Board of the Virginia Tax Review.
