"Your computer is your property," Federal Trade Commission (FTC) Chairman Jon Leibowitz said at a 26 March news conference accompanying strong new FTC recommendations concerning online privacy. "No one has the right to put anything on it that you don't want," he added.

Chairman Leibowitz was referring, at least in part, to cookie files. Cookies, it seems, are controversial again.
