Supreme Court rules that the EPA may take cost of installing pollution controls into account in setting Clean Air Act targets for upwind states to prevent pollution in downwind states.
Ruling is a defeat for the coal industry and the upwind states that challenged the rule.
Implementation of the rule may cause energy prices to rise.
