Debevoise & Plimpton LLP announced today that Marshal Bozzo joined the firm’s New York office as counsel in the Insurance Regulatory Practice. Mr. Bozzo comes to Debevoise from the New York State Department of Financial Services (DFS), where he led the Department’s team of insurance regulatory lawyers as the Deputy General Counsel for Insurance.
At Debevoise, Mr. Bozzo will focus on developing and executing regulatory strategies for clients involved in transactions in the insurance sector, and counseling financial institutions, including banks and insurance companies, facing investigations or enforcement actions from insurance regulators, state attorneys general and prosecutors.

As head of the insurance lawyer group in the DFS Office of the General Counsel, Mr. Bozzo developed, with his team, legal, regulatory, and policy analyses and guidance for senior DFS leadership across a range of issues, including cybersecurity, cyber insurance and ransomware, climate change, reinsurance, and technology, including accelerated underwriting of life insurance policies and data models. He also analyzed novel insurance products and business models regarding legal and regulatory compliance and public policy and consumer protection issues, including regarding rebating and unfair discrimination.
