Peter J. Loughran is a corporate partner and member of the firm’s Capital Markets Group. He concentrates his practice in capital markets transactions and securities law, regularly advising on U.S. and international securities offerings and a broad range of corporate governance matters.

Mr. Loughran is ranked as a leading lawyer by Chambers USA (2007–2025) and Chambers Global (2008-2025), where clients note that he is “thoughtful, pragmatic and incredibly experienced” with “a sophisticated understanding of the complexities of securities law,” and that “he picks up the phone and you feel better.” He is also recommended by The Legal 500 US (2014–2025) and has been recognized by PLC Which Lawyer?, IFLR1000 (2024) and the IFLR’s Guide to the World’s Leading Capital Markets Lawyers. Mr. Loughran is a member of the TriBar Opinion Committee, the Working Group on Legal Opinions and the American Bar Association Legal Opinions Committee. Mr. Loughran has served on the Association of the Bar of the City of New York’s Committee on Financial Reporting and the Securities Regulation Committee.

Mr. Loughran joined Debevoise in 1989. He received his B.A. from Georgetown University in 1986 and his J.D. from Columbia University School of Law in 1989.
